9th Session of the Constitutional Commission`s Basic Issues and Coordination Sub-Committee Held

The Constitutional Commission's Basic Issues and Coordination Sub-Committee held the ninth session on June 19 at 12.00 h.


The Constitutional Commission's Basic Issues and Coordination Sub-Committee held the ninth session on June 19 at 12.00 h. Mr. Vladan Batic, Ph. D., presided over this session.

Basic provisions of the Constitution were discussed at this session. Majority membership accepted the proposal for Serbia to be a parliamentary republic whose territory shall be both inalienable and inviolable, with areas of territorial units regulated by the law.

Provisions concerning the rule of law, power division, special protection of both national minorities and ethnic groups, protection of citizens resident abroad, as well as concerning the church separation from the state, have been supported. Majority vote was cast as well to provisions concerning the official use of both language and alphabet, the capital city and state symbols, as well as to the proposal according to which issues concerning both the Army of the Republic of Serbia and citizenship shouldn't be included in the basic provisions of the Constitution.

The Sub-Committee defined possible points of issue in the Constitutional Commission's work, first of all issues of sovereignty holder, definition of the state, decentralization, election of the President of the Republic, and attitude toward both the Constitutional Chapter and the structure of the Parliament. The Constitutional Commission shall decide on points of issue in order to enable the Sub-Committee to resume its work.
